1.0 Local
Plan Policy
1.1 The Borough
Council supports the promotion of public art as good planning
practice bringing cultural, environmental, educational and economic
benefits to new development and to the community.
1.2 The Borough Council decided in July 1992
to include a Percent for Art Policy in its district wide Local
Plan.
1.3 The policy of the Local Plan (adopted
in February 1996) states: -
“Where development schemes costing £1 million and over have
a significant visual impact or, affect the character of a neighbourhood
or involve the loss of local amenities or habitat, the Local
Planning Authority will seek to negotiate a legal agreement
with developers to incorporate acceptable work(s) of art either
within the scheme or at an alternative location at a level of
not less than 1% of the total cost of the scheme.
Where a proposed development forms
part of a larger scheme, developers should consider making this
contribution to the commissioning of a single work of art.”
1.4 The revised first draft of the local plan
(October 2003) includes a similar policy.
1.5 The Borough Council’s Percent for Art
scheme won the East Midlands Branch of the Royal Town Planning
Institutes award for Overall Planning Achievement in 2002.
The scheme has now been selected for the final of the
RTPI national award scheme for 2003.
2.0 Implementation
of Percent for Art Policy
2.1 The Borough
Council considers that large development schemes should provide
art or craft works to enhance the environment.
This may be by way of single free-standing works or by
way of embellishments to functional features.
Creative use of existing budgets could provide scope
for artist’s involvement and produce works of quality with individual
identity and public interest. The Council advises however that a specially
selected artist should normally be involved in such a process.
2.2 It is important
to note that where embellishments to existing features are included
in a Percent for Art Scheme, the Percent for Art value relates
purely to the value over and above the basic cost of any feature
which would normally be required on part of the development
scheme, e.g. means of enclosures.
2.3 The Borough
Council has found so far that developers have been happy to
let the Borough Council invite proposals from suitable artists. The artist has then been selected jointly by the Borough Council
and the developer.
2.4 The Borough
Council, however, has no objection to developers selecting their
own artist providing that the Borough Council is able to approve
jointly with the developer, the resulting Percent for Art proposals.
The Borough Council reserves the right to reject proposals
which it considers to be wholly unacceptable.
Such instances are likely to be rare.
2.5 In addition
to paying the artist for the design, construction and installation
of the work(s) of art, the percent art budget should also allow
for: -
* A commuted sum
for maintenance of the work of art, if it is to be
maintained by the Borough Council.
* Commemorative Plaques.
*
Costs incurred arranging workshops with local schools
or other groups. (At least two workshops to be arranged for
every £10,000 of commission).
